Morgan Tucker were commissioned by the East London LIFT Company in March 2007 to undertake a Parking Impact Strategy for a proposed new Primary Health Care Centre in the London Borough of Newham.
One of the planning obligations was to undertake surveys to observe the extent and duration of on-street parking within the area of influence of the proposed development.
Prior to the surveys being undertaken a base plan was produced for the entire survey area detailing the extent of all the current waiting restrictions and other restrictions such as bus stop lay-bys, kerb build outs, pedestrian crossing controlled areas and all vehicle crossovers.
On completion of the base plan the first of nine quarterly surveys was undertaken. This was done over a period of three days between the hours of 08:00 - 18:30 at two hour intervals. On each sweep all parked vehicles were recorded on the plan including registration number details. Timed photographs were taken.
On conclusion of the survey period, the vehicle parking extents and registration details were recorded onto detailed scaled drawings for inclusion within the report.
From these drawings and the survey findings, information regarding the extents of the parking, the amount of illegal parking, duration of parking and areas of high density parking were ascertained.
Using this information parking stress tables were produced for each street within the survey area indicating the extent of on-street parking against the availability of space for parking within the area.
A final report was submitted to the East London LIFT Company and the London Brough of Newham which incorporated detailed drawings for each road within the survey area for each sweep with accompanying parking stress tables.
